The Director of Refurbishment is responsible for the overall Project accountability including, managing all aspects and all phases of the Refurbishment Project including adherence to the scope, cost and schedule requirements, oversight of the general contractor (AECL), and informing the NB Power Executive of the Project’s status and progress.

The Project Controller is responsible for the overall financial management of the Refurbishment Project including, budget development, cost control, business case preparation, and prescribed reporting.

The Quality Assurance Representative is responsible for co-ordinating the implementation of the Project Team's Quality Assurance responsibilities outlined in the Point Lepreau Nuclear Management Manual and also acts as the Project Team's primary interface between AECL and other sub-contractor Quality Assurance managers and the Point Lepreau Vendor Quality Assurance and Independent Assessment groups.

The Licensing Manager is responsible for overall management of the Safety and Licensing program including, managing the strategies of the Licensing Framework Document, managing the Environmental Assessment and follow up program, and Health Safety and Environment issues, and directing communications with the Canadian Nuclear Safety Commission. Works closely with the PLGS Nuclear Safety Manager.

The Senior Labour Advisor provides adequate liaison and coordination between employer contractors and building trades unions by administering the Labour Stabilization Agreement and its many segments.

Tom Hitchcock

Reporting to the Site Director the Site Construction Manager has overall accountability for managing the contractors and their work scope including all AECL and Siemens work and all plant Capital and delegated O&M work. Tom Hitchcock provides construction management, direction and coordination to complete all construction related activities in a safe manner within the approved schedule and budget.

The Refurbishment Contract Engineer is responsible for management of the refurbishment fixed scope contract with the general contractor (AECL), and supervision of NB Power Nuclear’s engineering team who are accountable for providing technical support and overseeing the refurbishment fixed scope work and for interfacing with NB Power Nuclear processes and personnel.

As Commissioning Manager reporting to the Site Director, Michael Hare is responsible for management of the successful lay up of PLGS plant systems to allow refurbishment activities to occur, commissioning of modifications to the Station and the successful return of the Station to full power with particular focus on business excellence and the safe, successful completion of the refurbishment.

The Implementation Process Manager is responsible for the direction and coordination of activities related to the implementation of refurbishment including construction, commissioning, quality assurance and turn-over to operations. She is the main resource responsible for maintaining relationships and partnerships with NB Power Nuclear Corporation’s representatives and Contractor’s Quality Assurance managers/representatives to support the implementation phase of refurbishment activities.

The Senior Project Advisor is Responsible for providing advice on various aspects of the Refurbishment Project, monitoring project progress and advising the Vice President of NB Power Nuclear.

Howard Constable

Howard Constable

As Site Director, Howard Constable has the overall accountability for the site implementation of the refurbishment outage. Reporting to the VP Nuclear, Mr. Constable is focused on safely and successfully completing the refurbishment project. He is responsible for identification of resources required to support the implementation phase of the project, quality assurance associated with all project construction work, procedure development for commissioning and return to service, as well as the turnover of systems to Operations following completion of commissioning activities.

Reporting to the Site Director, Jim McIntosh is responsible for the seamless integration and coordination of the entire work scope at the PLGS site. Working in conjunction with our partner AECL, the Site Implementation Manager develops and maintains the integrated schedule from start to finish of the refurbishment project, manages emergent work implementation, and defines and integrates the services required from the station and project organizations.
